After peaking in 2010, a year after the Great Recession officially ended, and averaging nearly 9 million between 2009 and 2011 (Sum and Khatiwada 2010;Mayer 2014), involuntary part-time employment only recently fell to just under 6 million. However, it has declined notably more slowly than the unemployment rate. Moreover, this form of underemployment in the U.S. labor market is not only high relative to its prerecession low of 4.4 million workers in 2007, it hit historically higher peaks in this recession and recovery than in previous ones (BLS 2008; Mayer 2014). The biggest disadvantage that part-time workers face is their relatively lower rates of pay and their benefit coverage.

The majority who work part-time do so by choice (although these choices may be constrained by factors such as their children’s school hours and the high costs of child care). For some women, however, part-time work is involuntary; approximately one in five women who usually worked part-time in 2013 said they worked part-time because they could not find full-time work or had their hours at work temporarily reduced . Improving the quality of pink-collar, working-class jobs has the potential to close gender gaps — and also to shrink the widening gaps between the highest and lowest earners, both women and men. “Some men would rather endure unemployment than accept a relatively high-paying women’s job and suffer the potential social stigma,” she wrote. Also, social scientists have observed that women seem to show more flexibility than men in training for and moving to new industries.
The controlled gender pay gap is $0.99 centsfor every $1 men make, which is one cent closer to equal but still not equal. The controlled pay gap tells us what women earn compared to men when all compensable factors are accounted for — such as job title, education, experience, industry, job level, and hours worked. Thus, part-time employees are most prone to having their hours vary, in part because such jobs are concentrated in industries where part-timers are disproportionately concentrated. In 2015, involuntary part-time workers made up 7.8 percent of all those at work in the retail sector, a rise of 3.4 percentage points from 2007 and more than the 2.6 percentage-point increase in the share of retail workers working part-time overall. This validates that a large  share of the growth of part-time work in these sectors reflects employers systematically creating part-time jobs, with workers filling those jobs despite wanting full-time work. The share of total persons at work who were working part time involuntarily reached a high of 6.7 percent in November 2009, in contrast to peaking below 4 percent in the previous recession . Over the course of the Great Recession, the share of workers involuntarily employed part time more than doubled to 6.7 percent.

Then in August and September, the trend lines of workers with children started to diverge from workers without children. Men without children in their households ended the summer with a labor force participation rate just about 1 point below where they started the year. Women without children and men with children ended September down less than 2 points. For women with children, there was a steep and sustained drop in August and September—the months when school began—and they are down 3.2 percentage points since January. In April 2018 the aggregate gender pay gap declined to 8.6%, and even reversed for certain categories, e.g. with men in their 30s paid less than women for part-time work. The gap varies considerably from −4.4% (women employed part-time without overtime out earn men) to 26% (for UK women employed full-time aged 50 – 59).

Experts say Qatar had powerful backers of its reforms—including local nongovernment organizations , the International Trade Union Confederation , and top government officials—that other host countries lack.

However, several legal provisions conflict with this guarantee, sometimes creating tension between the police and protesters over the application of the law. Involuntary part-time work is most prevalent in leisure and hospitality, retail, and private household work. Next, we examine actual paths in the monthly time-series data by industry since 2003 in the same sectors discussed in Table 4. Second, this heavy use of part-time work has increased since the Great Recession, virtually all because of the increasing use of involuntary part timers.

The difference in the amount of hours worked is largely attributed to social factors; for example, women in Finland spend considerably more time on domestic work instead. Other considerable factors are increased pay rates for overtime and evening/night-time work, of which men in Finland, on average, work more. When comparing people with the same job title, women in public sector positions earn approximately 99% of their male counterparts, while those in the private sector only earn 95%. Public sector positions are generally more rigidly defined, allowing for less negotiation in individual wages and overtime/evening/night-time work. The growth of the "gig" economy generates worker flexibility that, some have speculated, will favor women.
